Whiteside County Board of Health Minutes
Regular Meeting: May 26, 2009

The meeting was called to order at 7 p.m. Members present: Howard Melchi, Gene Jacoby, Cindy Schott, Dr. Robert Whittaker, Carol Fitzgerald, Dr. Mark Mench, and Dr. Dick Vandermyde.  Staff  present: Beth Fiorini, Marcia Widolff, and Lynne Schweppe.

Carol Fitzgerald made a motion to approve the March, 2009 regular board meeting minutes as presented, seconded by Cindy Schott. The board approved unanimously.  Howard Melchi made a motion to approve the March, 2009 special board meeting minutes as presented, seconded by Cindy Schott. The board approved unanimously. 

Correspondence
Fiorini informed the board of a thank you letters sent by: 1) the YWCA for car seats and participation in their annual luncheon, 2) East Coloma School for the school luncheon, 3) a bite victim to animal control for their help, and, 4) the liqueur commission for Judy Randall’s work with sticker shock.

Administrator’s report
            Fiorini informed the BOH that the environmental and animal control fee increases did not pass the County Board.
 Fiorini reported on the OPR review.  The federal agents that visited the clinic will send a report within the next three weeks.  The review went well and the clinic received many compliments.  There are some areas of the clinic operation that will be improved related to the review.
Fiorini reported that the health department has done over a hundred Whiteside County employees at the annual county health fair.  There are still more employees to be screened.  This is double the amount of employees that participated in the health fair last year.
Fiorini reported on the county’s preparation for the H1N1 influenza epidemic, including the establishment of a unified command, receiving state antiviral medication and personal protective equipment, and setting up a daily school surveillance system.
Fiorini reported on the staff hires that were facilitated by the stimulus IDS money.

A motion was made by Carol Fitzgerald and seconded by Howard Melchi to place the financial report on file as presented.  The motion passed unanimously.

Old Business
            The following slate of officers was presented by Cindy Schott:

Dr. Vandermyde called for a vote and this slate was voted in unanimously.

Regular Business
            Carol Fitzgerald made a motion to accept the 2009 Pay Plan as presented by Fiorini (see attached.)  Howard Melchi seconded the motion.  Fiorini and Fitzgerald answered questions.  The motion passed unanimously.

New Business
            Howard Melchi made a motion to use the ARRA –CIP stimulus money designated for the Whiteside County Health Department/Community Health Clinic to build a behavioral health expansion, seconded by Dr. Mench.  Fiorini answered questions.  Howard Melchi emphasized to build the expansion with the basement.  The motion passed unanimously.
